I am not sure what a transfer centre is, but neither our local tip, nor the main one in Chester have scales. In fact I have never seen one with scales, people
just drive in and dump their stuff and drive out.
I am sure you are right though, that if I locate a set people will be sympathetic.
However I have heard there is a farm that does the organic recycling for the council, they probably weigh stuff in and out - but a Marcos in a farm with heavy vehicles. It isn't quite what I was thinking of - in fact its a bit scary.
